Your account-level settings live at /dashboard/settings.php — not to be confused with per-site settings.

If you collaborate with team members in other timezones, each of them can have their own setting; data renders differently for each user. The underlying database is always UTC, so reports stay consistent.
Weekly reports are sent every Monday at 9 AM ET (13:00 UTC) summarizing the past 7 days. Monthly reports go out on the 1st of each month covering the past 30 days. Both include:
